The Institute for Educational Studies at the HSE carries out research on the modernization of Russian education.
The goal and key tasks of the Institute for Educational Studies
The key objective of the IES's activity is support for the modernization and improvement of the academic level of education. To realize this objective, the Institute focuses on the following tasks:
- Reformation of the contents and structure of the educational process
- Creation of new, and improvement of existing, organizational and economic mechanisms of the educational sphere
- Modernization of the legal basis for the work and development of the educational system
IES's Functions
The Institute for Educational Studies carries out scientific research, gives consultations, develops and publishes educational materials.
- Research, carried out at the Institute for Educational Studies, is focused on the problems of the development of human capital in contemporary Russia, elaboration of educational standards and the issues of attracting investment and effective spending in education.
- One of the key functions of the IES is the preparation of concepts, programmes and suggestions on reforming the educational system as well as organizational and methodical support and improvement of the legal basis for education.
- At the IES, monitoring of the educational sphere is carried out and modern international experience is studied and analysed. Conferences and seminars are organized. Such experience is used for the development of forecasts, document drafts, analytical and expert materials on the development and reformation of the system of education.

On September 13th 2011 a seminar by the HSE Institute for Educational Studies took place. Martin Karnoy, Professor at the University of Stanford and Academic Supervisor at the HSE International Laboratory for Educational Policy Research, spoke on ‘The Low Achievement Trap: Comparing Schools in Botswana and South Africa’.
